Burns is connected to other cities by three highways:

• The US20 runs through the city center concurrent with US 395 from Riley. It runs west to Bend and east to Ontario.
• The US395 runs through the city center concurrent with US 20 from Riley. It runs south to Lakeview and north to John Day and Pendleton.
• The OR78 starts at US 20 and US 395's TOTSO in the city center and runs southeast towards Burns Junction and Winnemucca, Nevada (the latter city via the US95).
