TwP has outlined the "policy" (I use quotes because they are not written) quite clearly. Allow me to give some extra information though.
As I understand your concern mostly affects cities appearing in ETS / ETS 2. 18WoS or ATS, on the other hand, cover predominantly English-speaking areas so they are of little concern.
The "problem" for ETS / ETS 2 is that, on the UI they show English names (ETS 2 contains a function to allow truckers switch between local and / or their languages' translations, if I remember correctly), but in-game signs almost always show local names.
The current "policy" is some sort of a compromise: Principally Truck Simulator Wiki follows in-game signs, but a boundary is drawn between whether the host countries use Latin alphabets. This is most significant in the Road to the Black Sea expansion -- Romania and even Turkey use Latinized alphabets so their place names are retained as-is, but Bulgaria uses Cyrillic so translations are used.
I hope the above information helps you to understand the situation.
On a side note, I personally think that knowing how to pronounce the place name(s) is not the main concern in either the games and this Wiki -- the games generally contain no speeches, and trivial yet real-life related information of the place in concern should be covered in Wikipedia.
If someone can make map of California as of now I will welcome that as well. When dealing with reworked maps in ETS 2 I often found myself thinking "what if we can compare between the old and new game maps"?
If there is an in-game sign you can put up a stub. Better if you could provide an in-game screen capture.

What do you actually mean? While it is Czech based and raised from Czech capital, it is highly possible that developers communicate through English, as they probably are from so many different places that it's impractical to define a "native language".
The only other possible "common language" between developers there and that I could think of is German.
IMHO this is best left for @Technology With Pro 's decision, but I could find time to help the investigation if he's unavailable.
SCS has always wanted to implement a coach simulator. Even in the most current expansions of ETS 2 it is easy to see there are various bus stations or lay-bys implemented, and some urban sections do not look like where trucks will like to visit (the corner of Ancona having only a bus station jumps to my mind). The problem is that, trucking is too successful for SCS to concentrate on anything else.
The actual game, even the base one, is well-worth it. Not less considering SCS keeps providing updates to everything, and do not always just leave old stuff alone.
Ultimately all road pages should feature a complete mileage and exit list (like French A28) so this will eventually be a non-issue.
I think it actually depends on whether both the metropolitan area and the city proper merit articles in their own rights.
Those like Madrid or Barcelona possibly merit a two-level structure (thus having 2+n articles with one for whole area, one for city proper and one for every outlying area), but those like Hunedoara would be better kept to 1+n, i.e. one for Hunedoara proper, and one for each outlying area.
Note that metropolitan area size do not always count. What counts is in-game content.
Oslo, for example, has been okay with 1+n (the "n" being Drammen) despite it covering a large area in real-life.
Brest and Rennes, despite their in-game area similar to Paris, cannot be split because almost none of their outlying depots are labelled as another town.
Le Mans and Bourges have their depots scattered across several villages. I think Le Mans possibly merits a super-article but Bourges doesn't because its proper is very small.
To me, a good thing is that SCS seems to be more willing to recognize small cities than before. Quite a number of small cities appear along the Mediterranean coast of Iberia. Had it been in the old times I suspect Valencia and Lisboa would eat up most small cities around them.

An insightful post, I have to say.
Basically I have three concerns on mods:
Mod content can easily exceed official game content. Take ProMods for example, the number of cities and roads featured are several times more than ETS 2 itself. I do not actually buy the idea of having the Wiki flooded with non-official game content.
There are only two administrators around, and we already have difficulties maintaining existing stuff.
Partly because of 2, but more importantly as a point in its own right, there has to be a clearly defined direction, as well as a line on what to include and what not before we can decide to have more of that.
Concern 2 is partially solvable if we set you up as administrator (I personally think you have enough contributions to qualify as one), But in that case, I am also eager to hear your ideas regarding my other concerns.

Adding the tagged content in place of the filename (just like the "image" contents in that same infobox) should be OK. Maybe you can show us how you think it's wrong?
He didn't explain what "takes places" mean (I thought I means "happens") when I asked him. With the reply from @Krmarci I finally know what he's talking about.
