Are you sure this is San Jose? It doesn't makes too much sense, considering what SCS said in the blog. San Jose might be added in the California rebuild phase 3, which will be in the San Francisco Bay Area, but who knows. Personally I think it'll not be San Jose, probably is another "more important" city near to San Rafael.

Although San Jose is marked on usa.dds, I still find it hard to believe if it will be added to the game. SCS did say they will add a "larger" city, so it could either be San Jose, or a city that will replace San Rafael.

One rather large Californian city nearby San Rafael is Santa Rosa. It is the biggest city in Wine Country, situated along US 101 north of San Rafael. It is possible that it could be the next city to be added to California in the game, but it may be a little close to Ukiah considering the map scale.
I have to say that San Jose might be the "large" city to be added, but it won't be added until phase 3 is released. The "larger" city was mentioned in the section Phase 2 of the California Rebuild, and they said it will be larger and of much greater importance in California's road network in Phase 3 of their ongoing project.
We know that phase 3 will aim for the San Francisco bay area, so it makes sense that no city will replace San Rafael in phase 2, but San Jose will be introduced in the future. I had to go back to the blog and re-read that section.
For my conclusion, San Jose is definitely confirmed to be added to the game. The usa.dds file included San Jose on the map, but not just the city that was added, they added more content on the map that isn't even developed into the game yet, including a message saying "You will not find our future plans here :-)" at the bottom-left of the map. Second, San Jose is part of the San Francisco bay area, and last, the city is larger than San Rafael. So it makes sense that San Jose will be added to the game instead of replacing a city near San Rafael, because the city is important for California's road network for phase 3. I may be wrong, but that's what I think at this moment, and my opinion could change over time.
@Techonology With Pro and @Mylemium1060 I compared the image of the new city in game with the view of San Jose in real life. I am thinked similar.

As the game image is zoomed, you have to zoom in too.@Samuel Botelho - do canal OAkland SF Your correct Sam I know that overpass I crossed it when I went to Sanford in 1998 the next interchange is Page Mill Road. How I know this is I've been here it took a while to compare the images but that is San Jose and that is San Antonio Street and that is the 101 last time I went through here was 19 years ago but not much has changed.
@Technology With Pro It is the year I went to California. I was just telling Sam the roads I took. They are the CA 92, the US 101, the Interstate 280, and Page Mill Road. CA 92 begins in Oakland and crosses the bay on the San Mateo Bridge. Past the bridge 92 goes through an area called the Spaghetti Bowl it is here where it meets the 280 and the 101.
The 280 goes south to San Jose following the coast and the 101 goes through down town Palo Alto. I once got lost in this area because my cousin gave my mom bad directions but the first street I passed when I got on the ramp was San Antonio Street when I got back on at Redwood Road the next one down is Page Mill which goes to Sanford.
